Dubai has introduced a dedicated regulatory framework for shared housing, the arrangement in which several tenants rent bed spaces or rooms within a single apartment or villa. According to Gulf News (7 October 2026), Dubai Municipality has identified more than 44 areas where such accommodation is permitted and set out how owners must register and manage it.

The rules sit under Law No. (4) of 2026, which, according to Gulf News (7 October 2026), took effect on 8 September 2026. Owners of existing shared-housing buildings have one year from that date to bring their properties into compliance.

Dubai Municipality has published a guide covering the regulation, occupancy and management of shared housing. Maryam Al Muhairi, chief executive of the Building Regulation and Permits Agency at Dubai Municipality, said the guide provides a clear reference for property owners, as quoted by Gulf News.

Which areas are covered and what owners must do

The municipality named several districts where shared housing is allowed, among them Al Souq Al Kabeer, Al Ras, Al Warqa 1, Al Barsha 1, Al Muraqqabat and Al Rigga, with more areas to follow once approved, according to Gulf News (7 October 2026).

Buildings used for shared housing must obtain permits through the Build in Dubai platform. Before a permit is issued, properties must meet Dubai Civil Defence fire-alarm and firefighting requirements and SIRA CCTV standards. The reported space rules set a minimum of 5 square metres per person in a bedroom, while family accommodation requires separate bedrooms with en-suite bathrooms.

What it means for buyers and investors

For investors who let units as shared accommodation, the framework replaces an informal practice with a documented, permit-based process. Owners in the designated areas can continue to operate provided they register and meet the safety and space standards within the one-year window.

For buyers, the rules add clarity about where shared housing is formally allowed and what a compliant building looks like. Anyone considering a purchase with shared-letting in mind should confirm the area is approved and that the building can obtain the required permits before committing.
